　　新闻学包括寻找素材、创造内容和发布信息。传统的新闻学往往是被动的报道，并带有强烈的指向性和封闭性。随着社会发展和大众觉醒，人们逐渐意识到新闻作为舆论工具的重要价值，并开始试图通过各种媒介发出自己的声音。 公共政策的制定是谨慎且带有明确目的性的，但是它所带来的社会效应和影响真的会全部符合我们的预期吗?环境问题、老龄化的人口、中产阶级收入陷阱、边缘化群体，这些我们不愿面对、似乎也没有较佳解决方案的社会问题分明也是社会发展的产物。它们产生的原因和背后潜藏的危机都是本课题将探究的重点。

　　课程目标

　　本课程是介绍决策过程的，目的是解决影响各个社会公共福祉的重大问题。我们将考虑一系列熟悉的社会挑战，包括经济发展、人口统计和气候变化。阅读材料、讲座和课堂讨论旨在帮助学生深入理解公共政策决策中的两个较重要的概念。其中之一是所有复杂决策都涉及重要的权衡，即利弊、益处和风险。第二个是旨在解决重大社会挑战的政策解决方案几乎总会产生意想不到的后果，即新问题的出现。

　　Course background

　　Journalism involves finding material, creating content, and publishing information. Traditional journalism is often passive reporting, with strong direction and closure. With social development and public awakening, people gradually realize the important value of news as a tool of public opinion, and begin to try to make their own voice through various media. The formulation of public policy is prudent and purposeful, but will its social effects and impacts really meet our expectations? Environmental problems, aging populations, middle-class income traps, marginalized groups - social problems that we do not want to face and for which there seem to be no optimal solutions - are also clearly the products of social development. The causes of them and the hidden crisis behind them are the focus of this topic.

　　Course objective

　　This course is an introduction to decision making processes for the purposes of resolving major problems that affect the public’s welfare in all societies. We will consider a range of familiar societal challenges, including economic development, demographics ,and climate change. The readings, lectures and classroom discussions are intended to help students will develop a sophisticated understanding of two of the most important concepts in public policy decision making. The first of these is that all complexdecisions involve important tradeoffs, meaning plusses and minuses, benefits and risks. The second is that policy solutions aimed at resolving major societal challenges almost always produce unintended consequences, meaning the emergence of new problems.
